City of Springfield 36 Court Street Springfield, MA 01103 Dear Attorney Roche: I have received the petition of Jeff Raymond appealing the response of the City of Springfield (City) to a request for public records. See G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). On September 25, 2023, Mr. Raymond requested: [1.] Copies of any challenges, reconsideration requests, complaints, or other similar communications from members of the public regarding materials in the collection of your municipality’s library system to library staff or administration, broadly construed, between 1 January 2021 and the present day. [2.] Copies of any challenges, reconsideration requests, complaints or other similar communications from members of the public regarding materials in the collection of your municipality’s library system or municipality’s schools to municipal administrative staff and certain elected and/or appointed officials, broadly construed, between 1 January 2021 and the present day. [3.] Copies of any challenges, reconsideration requests, complaints or other similar communications from members of the public regarding materials in the collection of the library in a school, in classrooms and/or classroom libraries, or other materials and/or collections of materials, broadly construed, to school administration and/or staff between 1 January 2021 and the present day. On October 10, 2023, the City responded and provided a fee estimate. Unsatisfied with the response, Mr. Raymond petitioned this office and this appeal, SPR23/2506, was opened as a result. Based on an email sent to this office on November 1, 2023, I learned that the City intends to provide a further response to Mr. Raymond. A copy of any such response must be provided to this office. It is preferable to send an electronic copy of the response to this office at pre@sec.state.ma.us.
