The Commonwealth of Massachusetts William Francis Galvin, Secretary of the Commonwealth Public Records Division Manza Arthur Supervisor of Records November 3, 2023 SPR23/2513 Kristen Campbell Records Access Officer Lakeville Police Department 323 Bedford Street Lakeville, MA 02347 Dear Ms. Campbell: I have received the petition of Richard Rakoski appealing the response of the Lakeville Police Department (Department) to a request for public records. See G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). On October 2, 2023, Mr. Rakoski requested “all documents related to [three identified individuals] regarding the harassment of [an identified individual].” On October 16, 2023, the Department provided a response, indicating that it does not possess responsive records. As a result of the Department’s response, Mr. Rakoski petitioned the Supervisor of Records and this appeal was opened. Based upon a November 2, 2023 conversation between a Public Records Division staff attorney and Department representatives, it is my understanding that the Department intends on providing a further response to Mr. Rakoski. Accordingly, the Department is ordered to provide Mr. Rakoski with said response to his request in a manner consistent with the Public Records Law and its Regulations within ten (10) business days. A copy of any such response must be provided to this office. It is preferable to send an electronic copy of the response to this office at pre@sec.state.ma.us.
