The Commonwealth of Massachusetts William Francis Galvin, Secretary of the Commonwealth Public Records Division Manza Arthur Supervisor of Records November 15, 2023 SPR23/2634 Sarah Gmeiner Town Clerk South Hadley Electric Light Department 85 Main Street South Hadley, MA 01075 Dear Ms. Gmeiner: I have received the petition of Walter Hamilton appealing the response of the South Hadley Electric Light Department (Department) to a request for public records. See G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). On October 17, 2023, Mr. Hamilton requested “... the titles and income of each of the accounts that comprise the ‘Other’ line item in the Operating Revenues section of the annual SHELD financial reports for the years 2015 to 2022.” The Department responded on October 24, 2023. Unsatisfied with the response, Mr. Hamilton petitioned this office and this appeal, SPR23/2634, was opened as a result. Subsequently, I learned that the Department provided a further response to Mr. Hamilton on November 7, 2023. Where this appeal was opened as a result of the Department’s October 24th response, I will now consider this administrative appeal closed. Mr. Hamilton may appeal the substantive nature of the Department’s November 7th response within ninety (90) days. See 950 C.M.R. 32.08(1).
