The Commonwealth of Massachusetts William Francis Galvin, Secretary of the Commonwealth Public Records Division Manza Arthur Supervisor of Records December 1, 2023 SPR23/2790 Superintendent Dianna Bonneville Hampshire Regional School District 19 Stage Road Westhampton, MA 01027 Dear Superintendent Bonneville: I have received the petition of Luis Fieldman appealing the response of the Hampshire Regional School District (District) to a request for public records. See G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). On October 16, 2023, Mr. Fieldman requested, “any ‘formal complaint’ submitted with all Districts committee in the past year – from Sept. 2022 to Sept. 2023 – and specifically a 51A complaint regarding an incident filed at the end of September 2023.” The District responded on October 23, 2023. Unsatisfied with the response, Mr. Fieldman petitioned this office and this appeal, SPR23/2790, was opened as a result. Based upon a conversation between a Public Records Division staff member and a District representative, it is my understanding that the District intends on providing a further response to Mr. Fieldman. Accordingly, the District is ordered to provide Mr. Fieldman with said response in a manner consistent with this order, the Public Records Law and its Regulations within ten (10) business days. A copy of any such response must be provided to this office. It is preferable to send an electronic copy of the response to this office at pre@sec.state.ma.us. Mr. Fieldman may appeal the substantive nature of the District’s response within ninety (90) days. See 950 C.M.R. 32.08(1).
