The Commonwealth of Massachusetts William Francis Galvin, Secretary of the Commonwealth Public Records Division Manza Arthur Supervisor of Records December 22, 2023 SPR23/2984 Brittany Getchell Records Access Officer Methuen Police Department 90 Hampshire Street Methuen, MA 01844 Dear Ms. Getchell: I have received the petition of Good Citizen appealing the nonresponse of the Methuen Police Department (Department) to a request for public records. See G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). On November 27, 2023 the requestor sought the following records: [1.] Names, salaries of all personnel working in the records department, including the starting date of employment[;] [2.] Methuen police department budget[;] [3.] Any and all sign contacts and agreements with the towing companies[;] [4.] Methuen list of exempt public records list[;] [5.] Name and badge numbers of new hires from January 2023 to current[;] [6.] List of all citizens complaints against any officer, including their names and badge numbers[;] [7.] List of any suspensions on MPD officers, including dates of suspension and reasons for the suspension[;] [8.] A copy of MPD union contract[;] [9.] A copy of service repairs, inspection reports of all current on road vehicles[;] [10.] A list of vehicles damaged by MPD[.] Claiming to not yet have received responsive records, the requestor petitioned this office and this appeal, SPR23/2984 was opened as a result. Subsequently, I learned that the Department provided the requestor with a response sent on December 12, 2023. Where this appeal was opened as a result of the Department’s lack of a written response, I will now consider this administrative appeal closed. The requestor may appeal the substantive nature of the Department’s response within ninety (90) days. See 950 C.M.R. 32.08(1).
