The Commonwealth of Massachusetts William Francis Galvin, Secretary of the Commonwealth Public Records Division Manza Arthur Supervisor of Records February 6, 2024 SPR24/0204 Donna McCoy Town Clerk Town of Billerica 365 Boston Road, Office #101 Billerica, MA 01821 Dear Ms. McCoy: I have received the petition of Atlin Berxhiku appealing the nonresponse of the Town of Billerica (Town) to a request for public records. See G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). On January 6, 2024, Mr. Berxhiku requested “the invoice detailing the charges from KP Law to the town of Billerica for the conversation that took place between [an identified individual] and [an identified individual].” Claiming to not yet have received responsive records, Mr. Berxhiku petitioned this office and this appeal, SPR24/0204, was opened as a result. Subsequently, I learned that the Town provided Mr. Berxhiku with a response dated February 1, 2023. Where this appeal was opened as a result of the Town’s lack of a written response, I will consider this administrative appeal closed. It is my understanding that Mr. Berxhiku has appealed the Town’s February 1, 2024 response, resulting in a new appeal which is currently opened as SPR24/0359.
