The Commonwealth of Massachusetts William Francis Galvin, Secretary of the Commonwealth Public Records Division Manza Arthur Supervisor of Records February 15, 2024 SPR24/0312 Kate Silvia Communications Director Department of Correction 50 Maple Street, Suite 3 Milford, MA 01757 Dear Ms. Silvia: I have received the petition of Kyle Bryant appealing the nonresponse of the Department of Correction (Department) to a request for public records. See G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). On November 28, 2023, Mr. Bryant requested: [1.] A paper copy of a list of all staff that worked 1st, 2nd, and 3rd shift at… MCI Concord, MCI Norfolk, MCI Shirley, NCCI Garder [sic], and Souza Boronowski [sic] Correctional Center on September 1, 2023[;] [2.] A list of all D.O.C.’s administrators, instructors, and staff who teach and what they teach and what facility they teach in[;] [3.] A paper copy of a list of all 1st and 2nd degree lifers enrolled in higher education and the name of that higher education[;] [4.] A paper copy of the number of 1st and 2nd degree lifers enrolled in G.E.D. and HiSet at each D.O.C. facility[;] [5.] A paper copy of a list of how many educational staff [sic] at each D.O.C. facility and their educational level, sex, age, hourly pay rate and yearly income, and job titles on the date of September 1, 2023. Claiming to not yet have received responsive records, Mr. Bryant petitioned this office and this appeal, SPR24/0312, was opened as a result. Despite being notified of the opening of this appeal, it remains unclear whether the Department has provided a response.
