Director of Public Records City of Boston One City Hall Square Boston, MA 02201 Dear Attorney Williams: I have received the petitions of Michelle Efendi appealing the nonresponse of the City of Boston (City) to requests for public records. See G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). On January 24, 2024, Ms. Efendi requested records pertaining to the following: SPR24/0440 …all records concerning [an identified individual] March 14, 2022 Government Operations meeting for which Docket #0312 was the topic. That docket may also be referred to as “the Mayor’s ordinance,” “targeted picketing ordinance,” and/or just “ordinance.” The seven day time frame I am requesting for these records is between March 10, 2022 to March 16, 2022. I am requesting records specifically to and/or from [six identified individuals]. SPR24/0441 …all records concerning the Ordinance regarding targeted picketing put forth on February 28, 2022 to the City Council by [an identified individual]. This also may be known as, but not limited to, the “targeted picketing ordinance” and/or “Mayor’s ordinance.” I am requesting all records between the ten day period of February 21, 2022 to March 2, 2022. I am requesting records specifically to and/or from [six identified individuals]. Claiming to not yet have received a response, Ms. Efendi petitioned this office and these appeals, SPR24/0440 and SPR24/0441, were opened as a result. Accordingly, the City is ordered to provide Ms. Efendi with a response in accordance with the Public Records Law, its Regulations and this order within ten business days. It is preferable to send an electronic copy of this response to this office at pre@sec.state.ma.us. Ms. Efendi may appeal the substantive nature of the City’s response within ninety days.
