Director of Public Records Records Access Officer City of Boston 1 City Hall Square, Room 615 Boston, MA 02201 Dear Attorney Williams: I have received the petitions of Michelle Efendi appealing the nonresponses of the City of Boston (City) to requests for public records. See G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). On January 24, 2024, Ms. Efendi requested the following records: SPR24/0442: … all records concerning [identified Boston city councilor’s] March 25, 2022 Government Operations working session for which Docket #0312 was the topic. That docket may also be referred to as ‘the Mayor’s ordinance’, ‘targeted picketing ordinance,’ and/or just ‘ordinance’. The Seven day time frame I am requesting for these records is between March 20, 2022 to March 27, 2022. I am requesting records specifically to and/or from [identified individuals]. SPR24/0443: …all records concerning Docket #0312 which did pass and became City Ordinance 16-63. The ordinance may also be referred to as ‘the Mayor’s ordinance’, ‘targeted picketing ordinance’, and/or just ‘ordinance’. The five day time frame I am requesting for these records is between March 28, 2022 to April 1, 2022. I am requesting records specifically to and/or from [identified individuals]. Claiming to not yet have received responsive records, Ms. Efendi petitioned this office and these appeals, SPR24/0442 and SPR24/0443, were opened as a result. Accordingly, the City is ordered to provide Ms. Efendi with said response in accordance with the Public Records Law, its Regulations and this order within ten business days. A copy of any such response must be provided to this office. It is preferable to send an electronic copy of the response to this office at pre@sec.state.ma.us.
