The Commonwealth of Massachusetts William Francis Galvin, Secretary of the Commonwealth Public Records Division Manza Arthur Supervisor of Records February 9, 2024 SPR24/0452 Allison Mondello Records Access Officer Massachusetts Department of State Police 470 Worcester Road Framingham, MA 01702 Dear Ms. Mondello: I have received the petition of Chris Connolly, Esq., appealing the nonresponse of the Department of State Police (Department) to a request for public records. See G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). On January 12, 2024, Attorney Connolly requested “[a]ll policies and training materials regarding a Massachusetts State Trooper’s involvement of a foreign language interpreter during a motor vehicle stop, a field investigation, or interrogation including but not limited to the suspect’s Miranda rights.” Claiming to not yet have received responsive records, Attorney Connolly petitioned this office and this appeal, SPR24/0452, was opened as a result. Subsequently, I learned that the Department provided Attorney Connolly with a response on February 9, 2024. Where this appeal was opened as a result of the Department’s lack of a written response, I will consider this administrative appeal closed. Attorney Connolly may appeal the substantive nature of the Department’s response within ninety (90) days. See 950 C.M.R. 32.08(1).
