See G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). On February 21, 2024, Mr. Dias requested: [1.] Parking Revenue Records: Detailed records of parking revenue generated from metered parking spaces located within Bridgewater State University campus and on school street, including fines, fees, and any other sources related to parking. [2.] Ticketing Data: Records of all parking tickets issued on school street, including the number of tickets issued, reasons for citations, and any associated trends or patterns. [3.] Maintenance Logs for Parking Meters: Logs documenting the maintenance history of parking meters situated within Bridgewater State University campus, indicating the frequency of breakdowns and any costs incurred for repairs or replacements. [4.] Complaint Logs: Records of complaints related to parking enforcement in the area, encompassing concerns about malfunctioning meters, unfair ticketing practices, or accessibility issues for individuals without smartphones. [5.] Communication Records: Correspondence between the university, town officials, and parking enforcement agencies regarding parking policies, revenue sharing agreements, or complaints about the parking system. Meredith Roselli SPR24/0567 Page 2 March 6, 2024 [6.] Financial Agreements: Copies of any agreements or contracts between the Bridgewater Police Department and the contractor, Passport Parking, Passport Labs Inc., or any other entity affiliated in any way with street parking in the town of Bridgewater. [7.] Accessibility Assessments: Assessments or reports on the accessibility of parking facilities for individuals with disabilities, including compliance with relevant laws and regulations. [8.] Parking Enforcement Policies: Copies of policies and procedures governing parking enforcement on campus, including guidelines for handling meter malfunctions or disputes over citations. The Department responded on February 22, 2024. Unsatisfied with the response, Mr. Dias petitioned this office and this appeal, SPR24/0567, was opened as a result. Subsequently, I learned that the Department provided a further response to Mr. Dias on February 23, 2024. Where this appeal was opened as a result of the Department’s February 22nd response, I will now consider this administrative appeal closed.
