The Commonwealth of Massachusetts William Francis Galvin, Secretary of the Commonwealth Public Records Division Manza Arthur Supervisor of Records March 27, 2024 SPR24/0807 Allison Mondello Public Records Manager Office of the Chief Legal Counsel Department of State Police 50 Maple Street Milford, MA 01757 Dear Ms. Mondello: I have received the petition of Deborah Horne, Esq., of the Committee for Public Counsel Services, appealing the response of the Department of State Police (Department) to a request for public records. See G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). On January 12, 2024, Attorney Horne requested, “[a]ll current Massachusetts State Police standard operating procedures.” On January 12, 2024, the Department acknowledged Attorney Horne’s request, and provided a reference number for tracking purposes. On March 15, 2024, after not receiving any responsive records, Attorney Horne petitioned this office and this appeal was opened. Subsequent to the opening of this appeal, I learned the Department provided Attorney Horne with a response on March 21, 2024, which included the responsive records. Where this appeal was opened as a result of the Department’s January 12th response, I will now consider this administrative appeal closed. Attorney Horne may appeal the substantive nature of the Department’s March 21st response within ninety (90) calendar days.
