Wiley Town Administrator Town of Marblehead Abbot Hall 188 Washington Street Marblehead, MA 01945 Dear Ms. Wiley: I have received the petition of Tracey M. A. Stockton, Esq. appealing the response of the Town of Marblehead (Town) to a request for public records. See G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). On February 12, 2024, Attorney Stockton requested: [1.] Real estate tax exemption applications for all charitable organizations and religious organizations within the Town of Marblehead ... [2.] All state forms 3 ABC, “iscal Year ... Return of Property Held for Charitable Purposes ...” filed in the office of the Marblehead Tax Assessor for the period commencing as of fiscal year 2017 through the current date. [3.] All real estate tax statements issued to [identified] ... properties in the Town of Marblehead for the period commencing as of fiscal year 2017 to the current date. . . . [4.] All documents regarding real estate tax exemptions within the Town of Marblehead for the period commencing as of fiscal year 2017 through the current date. The Town provided a response on March 19, 2024. Unsatisfied with the Town’s response, Attorney Stockton petitioned this office and this appeal, SPR24/0891, was opened as a result. Subsequently, I learned that the Town provided a further response to Attorney Stockton on April 3, 2024.
