The Commonwealth of Massachusetts William Francis Galvin, Secretary of the Commonwealth Public Records Division Manza Arthur Supervisor of Records April 10, 2024 SPR24/0968 Patricia McNielly Town Clerk Town of North Attleborough 43 South Washington Street North Attleborough, MA 02760 Dear Ms. McNielly: I have received the petition of Andrew Powell appealing the nonresponse of the Town of North Attleborough (Town) to a request for public records. See G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). On February 21, 2024, Mr. Powell requested the following records: [1.] The total amount of health insurance claims paid by each town, by month; including amounts paid by the medical stop-loss insurer, for the current fiscal year. We would like these claim totals to be reported separately for each health plan. [2.] The total annual amount of reimbursements paid by each town’s medical stop-loss insurance carrier for the current fiscal year. [3.] The total specific loss and/or aggregate premium and administrative fees paid by each town for the current fiscal year. [4.] Copies of any/all correspondence, both written and electronic, pertaining to health insurance, stop-loss insurance or health insurance consulting services including any/all correspondence between town employees, Blue Cross Blue Shield, NFP Consulting, and the stop-loss insurance carrier. [5.] Copies of the actual renewal claims projections report submitted to the towns by each health insurance vendor, by plan, for the upcoming fiscal year. [6.] An accounting record of the Health Insurance Trust Fund showing contributions made by both the employer and employees for the current fiscal year. Claiming to not yet have received a response, Mr. Powell petitioned this office and this appeal, SPR24/0968, was opened as a result. Subsequently, I learned that the Town provided Mr. Powell with a response on April 1, 2024. Where this appeal was opened as a result of the Town’s lack of a written response, I will now consider this administrative appeal closed.
