The Commonwealth of Massachusetts William Francis Galvin, Secretary of the Commonwealth Public Records Division Manza Arthur Supervisor of Records April 30, 2024 SPR24/1185 Timothy J. Cruise Records Access Officer City of Brockton 45 School Street Brockton, MA 02301 Dear Mr. Cruise: I have received the petition of Jamal Brathwaite appealing the nonresponse of the City of Brockton (City) to a request for public records. See G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). On March 29, 2024, Mr. Brathwaite requested: [1.] All Internal Audit records that document any reviews conducted by the City of Brockton Internal Audit department of internal controls over financial reporting from the period of January 2020 until the present day. [2.] The most recent list of internal controls over financial reporting for the [City]. [3.] The list of control deficiencies identified from January 2020 until the present day that the internal audit department has documented as open and closed. Claiming to not yet have received responsive records, Mr. Brathwaite petitioned this office and this appeal, SPR24/1185, was opened as a result. Subsequently, I learned that the City provided Mr. Brathwaite with a response dated April 23, 2024. Where this appeal was opened as a result of the City’s lack of a written response, I will consider this administrative appeal closed. Mr. Brathwaite may appeal the substantive nature of the City’s response within ninety (90) days. See 950 C.M.R. 32.08(1). Sincerely, Manza Arthur Supervisor of Records cc: Jamal Brathwaite One Ashburton Place, Room 1719, Boston, Massachusetts 02108 • (617) 727-2832• Fax: (617) 727-5914 sec.state.ma.us/pre • pre@sec.state.ma.us
