The Commonwealth of Massachusetts William Francis Galvin, Secretary of the Commonwealth Public Records Division Manza Arthur Supervisor of Records May 3, 2024 SPR24/1235 Kathryn L. Forina Records Access Officer Town of Andover 36 Bartlet Street Andover, MA 01810 Dear Ms. Forina: I have received the petition of Kathleen Grant appealing the response of the Town of Andover (Town) to a request for public records. See G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). On April 9, 2024, Ms. Grant requested “…copies of all electronic payments paid to [an identified individual] in 2023 and 2024 and what they are related to with supportive documentation.” The Town responded on April 23, 2024. Unsatisfied with the Town’s response, Ms. Grant petitioned this office and this appeal, SPR24/1235, was opened as a result. Subsequently, I learned that the Town provided Ms. Grant with a response on May 3, 2024. Where this appeal was opened as a result of the Town’s April 23rd response, I will now consider this administrative appeal closed. Ms. Grant may appeal the substantive nature of the Town’s May 3rd response within ninety (90) days. See 950 C.M.R. 32.08(1). Sincerely, Manza Arthur Supervisor of Records cc: Kathleen Grant One Ashburton Place, Room 1719, Boston, Massachusetts 02108 • (617) 727-2832• Fax: (617) 727-5914 sec.state.ma.us/pre • pre@sec.state.ma.us
