See G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). On April 8, 2024, Mr. Gerhardson requested: Part 1: all public records of any type created or modified in the last 4 years** from any department in the [City] referencing or related to 0 Mandalay Road, otherwise known as Preston Park and Mandalay Mini Par, as well as an abutting plot owned by the [C]ity 0 Fletcher Road; The GIS PID numbers for these plots, according to the [C]ity’s web GIS available at . . . are: 0634-00029[;] 0634-00030[;] 0613-00016 *If all police reports prove burdensome to provide, please reach out to discuss. . . . I am potentially interested in reports related to homeless encampments and other issues. **For more transient records, please provide the earliest available per the Massachusetts Municipal Records Retention Schedule; and, Part 2: Public records excluding those held by the police or fire department related to OSJ OF CHICOPEE, LLC. These should include but not necessarily be limited to permit applications, meeting minutes, and correspondences with any [C]ity employee acting in their official capacity. My ideal time frame for this request is from the date of the sale* of two undeveloped lots to OSJ which abutt the [referenced publicly owned lots]. These are both listed as 0 Memorial Drive and have the following GIS PID numbers: 0633-00001; and 0632-00004. *The sale dates listed on the GIS site are difficult for me to interpret. Do they refer to the Hampden County Deeds book and page? Please feel free to call me about this at [an identified phone number], as I suspect with the correct context I may be able to narrow the scope of this request. On April 24, 2024, the City provided a response, including responsive records. Claiming to not have received all the requested records, Mr. Gerhardson petitioned the Supervisor of Records and this appeal, SPR24/1237, was opened as a result. Subsequently, I learned that the City provided a response to Mr. Gerhardson on April 25, 2024. Where this appeal was opened as a result of the City’s April 24th response, I will now consider this administrative appeal closed. Mr. Gerhardson may appeal the substantive nature of the City’s April 25th response within ninety (90) days. See 950 C.M.R. 32.08(1).
