The Commonwealth of Massachusetts William Francis Galvin, Secretary of the Commonwealth Public Records Division Manza Arthur Supervisor of Records May 6, 2024 SPR24/1252 Eileen O’Connor Bernal Records Access Officer City of Lawrence 200 Common Street, 3rd Floor, #306 Lawrence, MA 01840 Dear Ms. O’Connor Bernal: I have received the petition of Commonwealth Transparency (“requestor”) appealing the nonresponse of the City of Lawrence (City) to a request for public records. See G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). On April 6, 2024, the requestor sought: [1.] “Any and all contracts, communications, or documents of any kind with the following: [identified individuals and addresses[;] [2] Any and all payments made to: [identified individuals and addresses;] [3] Any and all conflict of interest documents for: [identified individuals and addresses]. This request includes but is not limited to email, email-attachments, text messages, calendar entries, voicemail messages and/or physical documents.... Claiming to not yet have received responsive records, the requestor petitioned this office and this appeal, SPR24/1252, was opened as a result. Subsequently, I learned that the City provided the requestor with a response on May 6, 2024. Where this appeal was opened as a result of the City’s lack of a written response, I will now consider this administrative appeal closed. The requestor may appeal the substantive nature of the City’s response within ninety (90) days. See 950 C.M.R. 32.08(1).
