The Commonwealth of Massachusetts William Francis Galvin, Secretary of the Commonwealth Public Records Division Manza Arthur Supervisor of Records May 17, 2024 SPR24/1403 Bou Lim Record Access Officer City of Brockton Brockton City Hall 43 Crescent Street Brockton, MA 02301 Dear Bou Lim: I have received the petition of Sarah Ryley, of the Boston Globe, appealing the response of the City of Brockton (City) to a request for public records. See G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). On April 3, 2024, Ms. Ryley requested “... records that detail contracts, work scopes, and amendments to contracts and work scopes, that the City of Brockton and/or Brockton Public Schools have executed between Aug. 1, 2023 through the date the records are retrieved” as follows: [1] Three law firms the city hired to investigate the school budget, which I believe is Nystrom Beckman & Paris LLP[;] [2] RSM US LLP[;] [3] Open Architects[.] The City responded on April 17, 2024 and May 2, 2024. Unsatisfied with the City’s responses, Ms. Ryley petitioned this office and this appeal, SPR24/1403, was opened as a result. Subsequently, I learned that the City provided a further response to Ms. Ryley on May 8, 2024. Where this appeal was opened based on the City’s April 17, 2024 and May 2, 2024 responses, I will now consider this administrative appeal closed. Ms. Ryley may appeal the substantive nature of the City’s May 8th response within ninety (90) days. See 950 C.M.R. 32.08(1).
