Records Access Officer Executive Office of Public Safety and Security 1 Ashburton Place, Suite 2133 Boston, MA 02108 Dear Attorney Mullaney: I have received the petition of Thomas E. Toolan, III appealing the nonresponse of the Executive Office of Public Safety and Security (Office) to a request for public records. See G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). On April 1, 2024, Mr. Toolan requested: The current CONTRACT between either the Executive Office of Public Safety & Security or the Department of Correction and Securus, the inmate phone contractor, to include but not be limited to any AMANDMENTS [sic] and attachments that enunciate all charges, fees, costs, rates, etc… Claiming to not yet have received responsive records, Mr. Toolan petitioned this office and this appeal, SPR24/1408, was opened as a result. Subsequently, I learned that the Office provided Mr. Toolan with a response dated May 15, 2024. Where this appeal was opened as a result of the Office’s lack of a written response, I will consider this administrative appeal closed.
