The Commonwealth of Massachusetts William Francis Galvin, Secretary of the Commonwealth Public Records Division Manza Arthur Supervisor of Records June 7, 2024 SPR24/1687 Kate Silvia Records Access Officer Department of Correction 50 Maple Street Milford, MA 01757 Dear Ms. Silvia: I have received the petition of Thomas E. Toolan III appealing the nonresponse of the Department of Correction to a request for public records. See G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). On October 23, 2023, Mr. Toolan requested “the public records that show the CURRENT RATES charged by Securus per minute of phone use that is currently charged to the Massachusetts taxpayer.” Claiming to not yet have received responsive records, Mr. Toolan petitioned this office and this appeal, SPR24/1687, was opened as a result. Subsequently, I learned that the Department provided Mr. Toolan with a response dated May 31, 2024. Where this appeal was opened as a result of the Department’s lack of a written response, I will now consider this administrative appeal closed.
