Associate General Counsel Group Insurance Commission 1 Ashburton Place, Suite 1619 Boston, MA 02108 Dear Attorney Mercier: I have received the petition of Laura Gallant appealing the response of the Group Insurance Commission (Commission) to a request for public records. See G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). On May 15, 2024, Ms. Gallant requested, “a copy of any documents which outline the agreements/requirements between GIC and UniCare about claims processing for members[.]… Please also provide me with any documents related to my earlier (March 2024) inquiry about these issues, including correspondence between GIC and UniCare about my inquiry.” The Commission responded May 23, 2024. Unsatisfied with the Commission’s response, Ms. Gallant petitioned this office and this appeal, SPR24/1718, was opened as a result. Subsequently, the Commission provided a supplemental response on June 10, 2024. Where this appeal was opened as a result of the Commission’s May 23rd response, I will now consider this administrative appeal closed. Ms. Gallant may appeal the substantive nature of the Commission’s June 10th response within ninety days. See 950 C.M.R. 32.08(1).
