The Commonwealth of Massachusetts William Francis Galvin, Secretary of the Commonwealth Public Records Division Manza Arthur Supervisor of Records June 18, 2024 SPR24/1722 Sergeant Mark Panagiotakos Lawrence Police Department 90 Lowell Street Lawrence, MA 01840 Dear Sergeant Panagiotakos: I have received the petition of Avery Emison, of the Committee for Public Counsel Services (CPCS), appealing the response of the Lawrence Police Department (Department) to a request for public records. See G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). On April 30, 2024, Ms. Emison requested: [1] a list of all police officers employed by [the Department] since May 18, 2021, with the following information: [a] Employee Identification number[;] [b] Full name[;] [c] Badge number[;] [d] Rank[;] [e] Status (i.e, active or suspended with pay)[;] [f] Date the individual joined the [Department][; and,] [g] Date the individual left the [Department] (if applicable)[; and,] [2] any existing documentation on how the [Department] assigns and tracks officer ID numbers (employee IDs, badge numbers, etc.), including changes to these ID numbers over time. On April 30, 2024, the Department provided a response, stating, “…[we] are requesting an extension of twenty (20) business days, as allowed by law…” On June 3, 2024, Ms. Emison petitioned this office and this appeal was opened. Subsequent to the opening of this appeal, I learned that the Department provided Ms. Emison with a response on May 15, 2024, which included responsive records. In a June 18, 2024 email to a senior attorney in this office, Ms. Emison confirmed that she received the May 15th response.
