General Counsel Fall River Housing Authority 85 Morgan Street Fall River, MA 02721 Dear Attorney Sousa: I have received the petition of Patrick Higgins appealing the response of the Fall River Housing Authority (Authority/FRHA) to a request for public records. See G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). On June 3, 2024, Mr. Higgins requested “a .pdf copy of the employment contracts of [three identified individuals.]” The Authority provided a response on June 11, 2024. Unsatisfied with the Authority’s response, Mr. Higgins petitioned this office and this appeal, SPR24/1746, was opened as a result. Subsequent to the opening of this appeal, based on a telephone conversation between this office and a representative of the Authority on June 20, 2024, it is my understanding that the Authority intends on providing a further response to Mr. Higgins. Accordingly, the Authority is ordered to provide Mr. Higgins with said response, in a manner consistent with this order, the Public Records Law and its Regulations within 10 business days. A copy of any such response must be provided to this office. It is preferable to send an electronic copy of the response to this office at pre@sec.state.ma.us. Mr. Higgins may appeal the substantive nature of the Authority’s response within ninety days. See 950 C.M.R. 32.08(1).
