The Commonwealth of Massachusetts William Francis Galvin, Secretary of the Commonwealth Public Records Division Manza Arthur Supervisor of Records August 9, 2024 SPR24/2155 Michelle Sheehan Town Clerk Town of Carver 108 Main Street Carver, MA 02330 Dear Ms. Sheehan: I have received the petition of Mary Dormer appealing the response of the Town of Carver (Town) to a request for public records. See G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). On July 18, 2023, Ms. Dormer requested the following: [1.] all communication from [a named individual] to any member of the ZBA regarding Read Custom Soils, in particular any and all communication with [a named individual]. [2.] any and all documentation and/or communications that refers to any “donation” that Makepeace has made to the Town of Carver within the last 10 years, including the documentation that [a named individual] spoke of last night at the ZBA meeting referring to the “exorbitant” price Makepeace paid for the “donation” regarding the cell tower enhancements… and [3.] any and all documentation and or communication between Makepeace and the Carver DPW regarding cutting down trees to enhance safety of the roads, in particular any activity that created safer road on Federal Road and Cranberry Road. The Town responded on July 25 and July 29, 2024, providing fee estimates. Unsatisfied with the responses, Ms. Dormer appealed and this case, SPR24/2155, was opened as a result. It is my understanding that the Town intends on providing a further response to Ms. Dormer to address the records request. Accordingly, the Town is ordered to provide Ms. Dormer with said response in a manner consistent with this order, the Public Records Law and its Regulations within ten (10) business days. A copy of any such response must be provided to this office.
