The Commonwealth of Massachusetts William Francis Galvin, Secretary of the Commonwealth Public Records Division Manza Arthur Supervisor of Records August 9, 2024 SPR24/2199 Captain Michelle Mangino Revere Police Department 400 Revere Beach Parkway Revere, MA 02151 Dear Captain Mangino: I have received the petition of Gethin Binns appealing the response of the Revere Police Department (Department) to a request for public records. See G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). On June 18, 2024, Mr. Binns requested: [1] Copies of the Department Manual, effective as of December 2022 and as it is currently [2] Any and all policies and procedures related to evidence collection, evidence preservation, evidence retention, and/or evidence storage, effective as of December 2022[.] Previous Appeal This request was the subject of a previous appeal. See SPR24/2148 Determination of the Supervisor of Records (August 5, 2024). In my August 5th Determination, I ordered the Department to provide Mr. Binns with a response to his request. The Department provided a response on July 29, 2024. Unsatisfied with the Department’s response, Mr. Binns petitioned this office and this appeal, SPR24/2199, was opened as a result. Subsequently, the Department provided a supplemental response on August 9, 2024. Where this appeal was opened as a result of the Department’s July 29th response, I will now consider this administrative appeal closed. Mr. Binns may appeal the substantive nature of the Department’s response within ninety days. See 950 C.M.R. 32.08(1).
