See G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). On July 24, 2024, Mr. Gottlieb requested: Any and all documents and communications, including, but not limited to, e-mails and letters in the possession of the Military Division of the Commonwealth relating to the preparation, formulation and submittal of “Project # 250194 Automated Multipurpose Machine Gun Range REBID – Camp Edwards” by the Massachusetts Military Division. This Public Records request includes, but is not limited to, communications from, or between, the Military Division of the Commonwealth, the Massachusetts National Guard, the National Guard Bureau, and Department of Defense regarding “Project # 250194 Automated Multipurpose Machine Gun Range REBID – Camp Edwards” and also includes any communications between the parties listed above and any contractors, including, but not limited to, WES Construction and R. Zoppo Construction, regarding “Project # 250194 Automated Multipurpose Machine Gun Range REBID – Camp Edwards.” Claiming to not yet have received responsive records, Mr. Gottlieb petitioned this office and this appeal, SPR24/2253, was opened as a result. Despite being notified of the opening of this appeal, it remains unclear whether the Guard has provided a response. Accordingly, the Guard is ordered to provide Mr. Gottlieb with a response to his request, provided in a manner consistent with this order, the Public Records Law and its Regulations within ten (10) business days.
