See G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). On April 27, 2024, Mr. Adams requested, “Investigative report prepared by . . . in regards to the OCME, and the 14-page report that was prepared by . . . regarding conduct at the OCME in regards to files for [an identified person] at OCME.” On July 11, 2024, the Department provided Mr. Adams with a response, asserting: “[p]lease be advised the Public Records Unit processes requests in the order they are received. Due to the high volume of requests we receive daily, we have not yet had a change to process your request. We appreciate your patience as we diligently work through this high-volume queue.” Unsatisfied with the Department’s July 11th response, Mr. Adams petitioned this office, and appeal, SPR24/2445, was opened as a result. Subsequent to the opening of this appeal, in an email to this office and the Department on August 30, 2024, Mr. Adams states, “… I asked for more information than it shows in [the Department’s] response…” In a September 3, 2024 email to Mr. Adams and this office, the Department states, “I looked at the attached appeal acknowledgement that was sent on 8/28/24 and I see that you do have the full details of submission (page 4 of the attachment); it is visible when you log into My Records Center in our request portal. But just so we are all on the same page, here is what we received on our end.
