Box 1609 Springfield, MA 01104 Dear Ms. Jordan: I have received the petition of Richard Mills appealing the nonresponse of the Springfield Housing Authority (Authority) to a request for public records. See G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). On August 16, 2024, Mr. Mills requested: [1] Documentation of all reports of bedbug infestations in the tri-tower complex Saab Court over the past five years, including but not limited to maintenance records, inspection reports, treatment logs, and tenant complaints. [2] Correspondence between the Springfield Housing Authority and pest control services regarding bedbug treatments for the tri-tower complex Saab Court over the same period. [3] Records of all communications, complaints, and responses related to bedbug issues in the tri-tower complex Saab Court within the past five years. Claiming to not yet have received responsive records, Mr. Mills petitioned this office and this appeal, SPR24/2495, was opened as a result. Despite being notified of the opening of this appeal, it remains unclear whether the Authority has provided a response. Accordingly, the Authority is ordered to provide Mr. Mills with a response to his request, provided in a manner consistent with this order, the Public Records Law and its Regulations within ten (10) business days. A copy of any such response must be provided to this office. It is preferable to send an electronic copy of the response to this office at pre@sec.state.ma.us. Mr. Mills may appeal the substantive nature of the Authority’s response within ninety (90) days. See 950 C.M.R. 32.08(1).
