See G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). In separate requests, Mr. Ryan requested the following: SPR24/2514 The Email to Greenery Design from inspection service year 2021, 2022, 2023, 2024[;] SPR24/2515 The communication between [identified individuals] about my Merchant Marine Rig that was damaged. Claiming to not yet have received responsive records, Mr. Ryan petitioned this office and the following appeals, SPR24/2514 and SPR24/2515, were opened as a result. Subsequently, I learned that the City provided Mr. Ryan with a response on September 5, 2024. Where these appeals were opened as a result of the City’s lack of a written response, I will now consider these administrative appeals closed. Mr. Ryan may appeal the substantive nature of the City’s September 5th response within ninety (90) days. See 950 C.M.R. 32.08(1).
