The Commonwealth of Massachusetts William Francis Galvin, Secretary of the Commonwealth Public Records Division Manza Arthur Supervisor of Records September 23, 2024 SPR24/2563 Kristin Sullivan Records Manager Framingham Police Department 1 William H. Welch Way Framingham, MA 01702 Dear Ms. Sullivan: I have received the petition of Stacey Velasquez appealing the response of the Framingham Police Department (Department) to a request for public records. See G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). On July 25, 2024, Ms. Velasquez requested, “police report for car accident July 19th, 2024 Incident…” Previous Appeal This request was the subject of a previous appeal. See SPR24/2307 Determination of the Supervisor of Records (August 27, 2024). In my August 27th determination, I found that the Department did not meet its burden to redact the record under Exemption (c). Subsequently, the Department responded on September 10, 2024, reiterating its claims under Exemption (c) for redacting the responsive record. Unsatisfied with the Department’s response, Ms. Velasquez petitioned this office, and this appeal, SPR24/2563, was opened as a result. Conclusion Subsequent to the opening of this appeal, I learned that the Department provided a supplemental response by email to Ms. Velasquez and this office on September 13, 2024. As this appeal was opened based on the Department’s September 10th response, I will now consider this administrative appeal closed. If unresolved issues remain, Ms. Velasquez may further appeal the substantive nature of the Department’s September 13th response within ninety (90) days. See 950 C.M.R. 32.08(1).
