The Commonwealth of Massachusetts William Francis Galvin, Secretary of the Commonwealth Public Records Division Manza Arthur Supervisor of Records October 1, 2024 SPR24/2636; SPR24/2638; SPR24/2641; SPR24/2642 Elizabeth Doiron City Clerk City of Leominster 25 West Street Leominster, MA 01453 Dear Ms. Doiron: I have received the petitions of Kent DeMott appealing the nonresponse of the City of Leominster (City) to four requests for public records. See G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). On September 4, 2024, in four separate requests, Mr. DeMott sought the following: [1] [A] full, complete and unredacted copy of any and all communications with and between [two identified individuals], and any and all members of the Mayor’s Office, which occurred at any point in time and were made in or by any and all manners possible. [2] [A] full, complete and unredacted copy of any and all communications with and between [two identified individuals] and any and all city employee(s), contractors, agents or similar, which occurred at any point in time and were made in or by any and all manners possible. Claiming to not yet have received responsive records, Mr. DeMott petitioned this office and these appeals, SPR24/2636, SPR24/2638, SPR24/2641, and SPR24/2642, were opened as a result. Subsequently, I learned that the City provided Mr. DeMott with a response on October 1, 2024. Where these appeals were opened as a result of the City’s lack of a written response, I will now consider these administrative appeals closed. Mr. DeMott may appeal the substantive nature of the City’s October 1st response within ninety (90) days. See 950 C.M.R. 32.08(1).
