The Commonwealth of Massachusetts William Francis Galvin, Secretary of the Commonwealth Public Records Division Manza Arthur Supervisor of Records October 3, 2024 SPR24/2663 Kim Upton Office Manager Melrose Police Department City of Melrose 56 West Foster Street Melrose, MA 02176 Dear Ms. Upton: I have received the petition of Andy Richter appealing the response of the Melrose Police Department (Department) to a request for public records. See G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). On August 9, 2024, Mr. Richter requested, “a list of closed investigations in the last 24 months[.]” The Department provided a response on August 19, 2024. Unsatisfied with the Department’s response, Mr. Richter petitioned this office and this appeal, SPR24/2663, was opened as a result. Subsequently, the Department provided a supplemental response on August 30, 2024. Where this appeal was opened as a result of the Department’s August 19th response, I will now consider this administrative appeal closed. Mr. Richter may appeal the substantive nature of the Department’s August 30th response within ninety days. See 950 C.M.R. 32.08(1).
