Director of Public Records City of Boston 1 City Hall Square, Room 615 Boston, MA 02201 Dear Attorney Williams: I have received the petition of Kerry Kavanaugh, of Boston 25 News, appealing the response of the City of Boston (City) to a request for public records. See G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). On December 15, 2023, Marina Villeneuve, also of Boston 25 News, requested the following: [1.] All complaints received by the Office of Police Accountability and Transparency (The office has received over 200 complaints according to its annual reports) [2.] Records showing the reason for disposition of complaints (Ex: why a case was dismissed, why a case was not investigated) It is my understanding that the City has assigned “Reference # R004549-121523” to this request. The City responded on September 25, 2024, providing a link to a website. Unsatisfied with the City’s response, and indicating that the website was not functioning, Ms. Kavanaugh petitioned this office, and this appeal, SPR24/2734, was opened as a result. Subsequent to the opening of this appeal, I learned that the City provided a supplemental response by email to Ms. Kavanaugh and this office on October 16, 2024. As this appeal was opened based on the City’s September 25th response, I will now consider this administrative appeal closed. If unresolved issues remain, Ms. Kavanaugh may further appeal the substantive nature of the City’s October 16th response within ninety (90) days. See 950 C.M.R. 32.08(1).
