The Commonwealth of Massachusetts William Francis Galvin, Secretary of the Commonwealth Public Records Division Manza Arthur Supervisor of Records October 30, 2024 SPR24/2895 Patricia McNielly Town Clerk Town of North Attleboro 43 South Washington Street North Attleboro, MA 02760 Dear Ms. McNielly: I have received the petition of Andrew Powell appealing the nonresponse of the Town of North Attleboro (Town) to a request for public records. See G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). On September 23, 2024, Mr. Powell requested the following: [1] The number of employees enrolled in each health plan, individual and family, on a month-to-month basis for the current fiscal year and last fiscal year for the town of Plainville and North Attleborough; [2] The total amount of health insurance claims paid to carriers by each town, by month, including amounts paid to the medical stop-loss insurer, for the current fiscal year and the previous fiscal year. We would like these claim totals to be reported separately for each health insurance plan; [3] Any reimbursements paid by the medical stop-loss insurance carrier to each town for the current fiscal year and the previous fiscal year; [4] A copy of each town’s Administrative Service Only (ASO) and Self-Insured contracts with each health insurance vendor for the current fiscal year and the previous fiscal year; [5] A copy of the medical stop-loss contracts for the current fiscal year and the previous fiscal year; [6] An accounting record of the Health Insurance Trust Fund showing contribution made by both the employer (Plainville and North Attleborough) and employees/retirees by month of the current fiscal year and the previous fiscal year on a monthly basis; [7] Provide the most current Trust Fund Report for the current fiscal year; [8] A copy of each contract between the town of Plainville and North Attleborough with NFP consultants for the current and last fiscal year. Patricia McNielly SPR24/2895 Page 2 October 30, 2024 [9] NFP consultants commission fees paid by any vendor/insurance carriers affiliated with the town of Plainville and North Attleborough for the current and last fiscal year; [10] A copy of the annual audit for NAPGH for fiscal year 24. Claiming to not yet have received responsive records, Mr. Powell petitioned this office and this appeal, SPR24/2895, was opened as a result. Subsequently, I learned that the Town provided a response to Mr. Powell on October 28, 2024. Where this appeal was opened as a result of the Town’s lack of a written response, I will now consider this administrative appeal closed.
