The Commonwealth of Massachusetts William Francis Galvin, Secretary of the Commonwealth Public Records Division Manza Arthur Supervisor of Records November 8, 2024 SPR24/2932; SPR24/2935; SPR24/2936 Shawn A. Williams, Esq. Director of Public Records City of Boston 1 City Hall Square Boston, MA 02201 Dear Attorney Williams: I have received the petitions of Sarah Friedman appealing the nonresponse of the City of Boston (City) to three requests for public records. See G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). October 7, 2024, in three separate requests, Ms. Friedman requested, “the public portions of the internal affairs complaints/investigations, and related correspondence, statements of witnesses, police and incident reports filed against [nine identified officers and detectives].” The City’s assigned reference numbers are B002930-100724, B002931-100724, and B002932- 100724. Claiming to not yet have received responsive records, Ms. Friedman petitioned this office and these appeals, SPR24/2932, SPR24/2935, and SPR24/2936, were opened as a result. Despite being notified of the opening of these appeals, it remains unclear whether the City has provided a response(s). Accordingly, the City is ordered to provide Ms. Friedman with a response(s) to her requests, provided in a manner consistent with this order, the Public Records Law and its Regulations within ten (10) business days. A copy of any such response(s) must be provided to this office. It is preferable to send an electronic copy of the response(s) to this office at pre@sec.state.ma.us. Ms. Friedman may appeal the substantive nature of the City’s response(s) within ninety (90) days. See 950 C.M.R. 32.08(1). Sincerely, Manza Arthur Supervisor of Records cc: Sarah Friedman One Ashburton Place, Room 1719, Boston, Massachusetts 02108 • (617) 727-2832 • Fax: (617) 727-5914 sec.state.ma.us/pre • pre@sec.state.ma.us
