See G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). On June 17, 2024, Mr. Mulcahy requested: … Communications between [the identified Commission’s Executive Director] and/or [the identified Chief Procurement Officer] with the following [ten identified parties] and each other. Key words should include PLA, Project Labor Agreement, Feasibility Study, Opinion, Union, Open Shop, [and] Merit. Dates would be from January 1, 2023 to May 24, 2024. Additionally, I request information on whether Hazen and Sawyer were paid to do a study and the cost associated with such study. On September 12, 2024, the Commission provided a response. Unsatisfied with the Commission’s response, Mr. Mulcahy, petitioned this office and this appeal, SPR24/2941, was opened as a result. Subsequent to the opening of this appeal, I learned that the Commission provided a further response, including responsive records on October 29, 2024. Accordingly, I will consider this administrative appeal closed. Mr. Mulcahy may appeal the substantive nature of the Commission’s October 29th response within 90 days. See 950 C.M.R. 32.08(1).
