See G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). On October 16, 2024, Mr. Mounts requested: As it relates to the Haggetts Pond Rail Trial project, for all emails of other notifications sent to any member of the Conservation Committee during calendar year 2024, I would like to know how many committee members opened each email or communication and how many committee members responded to each email or communication. … I’d like to know how many of those emails were opened by … members … and how many of those emails were responded to. I’d like the same statistics for emails relating to the project that were received from others involved with the project… The Town provided a response on October 30, 2024. Unsatisfied with the Town’s response, Mr. Mounts petitioned this office and this appeal, SPR24/2976, was opened as a result. Subsequently, the Town provided a supplemental response on November 8, 2024. Where this appeal was opened as a result of the Town’s October 30th response, I will now consider this administrative appeal closed. Mr. Mounts may appeal the substantive nature of the Town’s November 8th response within ninety days. See 950 C.M.R. 32.08(1).
