Dharmaraj, of The Everyday Concerned Citizen, Delphi Quarterly, appealing the response of the Quincy Police Department (Department) to a request for public records. See G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). On October 1, 2024, Ms. Dharmaraj requested the following records: [1] The visit of 2 Quincy Police officers to my home (despite Privacy Notices sent to the Chief of Police and Secretary of State of the Commonwealth of Massachusetts earlier as also the notices posted on the door) on Sunday morning, September 29, 2024, and [2] The visit of one Quincy Police officer to my home on Monday morning, September 23, 2024, as well as[;] [3] A report made on September 12 by some kind of ‘Protective Services’ ‘report of concern for (my) health and safety’ by a ‘South Shore Elder Services’, an organization I have responded to and reported in full ... if made by Quincy Police or an affiliate thereof. The Department responded on October 16, 2024. Unsatisfied with the Department’s response, Ms. Dharmaraj petitioned this office and this appeal, SPR24/2992, was opened as a result.
