The Commonwealth of Massachusetts William Francis Galvin, Secretary of the Commonwealth Public Records Division Manza Arthur Supervisor of Records November 15, 2024 SPR24/3001 Mike Frayler Town Clerk Swampscott Police Department 531 Humphrey Street Swampscott, MA 01907 Dear Lieutenant Frayler: I have received the petition of Anabelle McAdams appealing the response of the Swampscott Police Department (Department) to a request for public records. See G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). On October 30, 2024, Ms. McAdams requested a police report of her “OUI that happened on 10/02/2021 around 1am.” The Department responded on October 30, 2024, withholding records. Unsatisfied with the response, Ms. McAdams petitioned this office and this appeal, SPR24/3001, was opened as a result. Subsequently, I learned that the Department provided a further response on November 13, 2024. Where this appeal was opened as a result of the Department’s October 30th response, I will now consider this administrative appeal closed. Ms. McAdams may appeal the substantive nature of the Department’s November 13th response within ninety (90) days. See 950 C.M.R. 32.08(1).
