The Commonwealth of Massachusetts William Francis Galvin, Secretary of the Commonwealth Public Records Division Manza Arthur Supervisor of Records November 15, 2024 SPR24/3004 David F. O’Sullivan, Esq. Records Access Officer Essex County District Attorney’s Office 10 Federal Street Salem, MA 01970 Dear Attorney O’Sullivan: I have received the petition of James Ryan appealing the nonresponse of the Essex County District Attorney’s Office (Office) to a request for public records. See G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). On October 11, 2024 Mr. Ryan requested, “all Essex County Records including Lynn District Court regarding this Obstruction of Justice. This includes [identified individuals’] involvement in this Witness Tampering and Perjury. Please also include documents relating to [identified individual’s] 2000 hour of investigation into the City of Everett.” Claiming to not yet have received responsive records, Mr. Ryan petitioned this office and this appeal, SPR24/3004, was opened as a result. Subsequently, I learned that the Office provided Mr. Ryan with a response on November 11, 2024. Where this appeal was opened as a result of the Office’s lack of a written response, I will now consider this administrative appeal closed. Mr. Ryan may appeal the substantive nature of the Office’s November 11th response within ninety (90) days. See 950 C.M.R. 32.08(1). Sincerely, Manza Arthur Supervisor of Records cc: James P.
