The Commonwealth of Massachusetts William Francis Galvin, Secretary of the Commonwealth Public Records Division Manza Arthur Supervisor of Records November 13, 2024 SPR24/3061 Aniela Ricci Head Clerk City of Haverhill 40 Bailey Boulevard Haverhill, MA 01830 Dear Ms. Ricci: I have received the petition of Amy Spaulding appealing the response of the Haverhill Police Department (Department) to a request for public records. See G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). On October 28, 2024, Ms. Spaulding requested, “any reports pertaining to myself, from November 2023 through present. There are numerous reports filed … against me. I’d also like a copy of the body cam from my accident scene 6/6/24.” Previous Appeal This request was the subject of a previous appeal. See SPR24/2950 Determination of the Supervisor of Records (November 8, 2024). In my November 8th determination, I found that it was unclear how the records could be withheld under Exemption (a) of the Public Records Law. The Department responded on November 12, 2024, providing responsive records. Unsatisfied with the Department’s response, Ms. Spaulding appealed, and this case, SPR24/3061, was opened as a result. Subsequently, the Department provided supplemental responses on November 12 and November 13, 2024. Where this appeal was opened as a result of the Department’s November 12th response, I will now consider this administrative appeal closed. Ms. Spaulding may appeal the substantive nature of the Department’s November 12th and November 13th responses within ninety days. See 950 C.M.R. 32.08(1).
