The Commonwealth of Massachusetts William Francis Galvin, Secretary of the Commonwealth Public Records Division Manza Arthur Supervisor of Records November 22, 2024 SPR24/3071 Raquel Loayza Paralegal Massachusetts Department of Agricultural Resources 225 Turnpike Road, 3rd Floor Southborough, MA 01772 Dear Ms. Loayza: I have received the petition of Matt Ring, Esq., of the American Society for the Prevention of Cruelty to Animals (ASPCA), appealing the response of the Department of Agricultural Resources (Department) to a request for public records. See G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). On November 3, 2023, Attorney Ring requested the following records: [1] All records of pet shop licenses and inspections from January 1, 2021 to present. [2] All import interstate Certificates of Veterinary Inspection (CVIs) that have accompanied dogs/puppies to Massachusetts pet stores (Fish Bowl Aquarium & Pet Mart, The Perfect Puppy, Pet Express Braintree, Pet Express Saugus) from January 1, 2023 to present. The Department responded on November 20, 2023 and August 16, 2024. Unsatisfied with the Department’s responses, Attorney Ring petitioned this office and this appeal, SPR24/3071, was opened as a result. Subsequently, I learned that the Department provided Attorney Ring with a supplemental response on November 22, 2024. Where this appeal was opened as a result of the Department’s November 20, 2023 and August 16, 2024 responses, I will now consider this administrative appeal closed. Attorney Ring may appeal the substantive nature of the Department’s November 22nd response within ninety (90) days. See 950 C.M.R. 32.08(1).
