The Commonwealth of Massachusetts William Francis Galvin, Secretary of the Commonwealth Public Records Division Manza Arthur Supervisor of Records November 19, 2024 SPR24/3103 Eileen O’Connor Bernal Office of the City Clerk City of Lawrence 200 Common Street Lawrence, MA 01840 Dear Ms. O’Connor Bernal: I have received the petition of James Raso appealing the response of the City of Lawrence (City) to a request for public records. See G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). On October 28, 2024, Mr. Raso requested a copy of “…the Comprehensive Investigation and Consulting (CIC) report by [an identified individual] that was completed in October 2024 regarding the [City’s] police department.” On October 29, 2024, the City acknowledged the request and stated “[y]our Public Records Request has been received and forwarded to the [ATTOR.]” On November 15, 2024, after not receiving any further response from the City, Mr. Raso petitioned this office, and this appeal, SPR24/3103, was opened as a result. Subsequent to the opening of this appeal, I learned that the City provided Mr. Raso with a further response on November 19, 2024. Where this appeal was opened as a result of the City’s October 29th response, I will consider this administrative appeal closed. Mr. Raso may appeal the substantive nature of the City’s November 19th response within ninety days. See 950 C.M.R. 32.08(1).
