The Commonwealth of Massachusetts William Francis Galvin, Secretary of the Commonwealth Public Records Division Manza Arthur Supervisor of Records December 13, 2024 SPR24/3297 Chief Daniel Dowd Charlton Police Department 85 Masonic Home Road Charlton, MA 01507 Dear Chief Dowd: I have received the petition of Richard McGrath appealing the response of the Charlton Police Department (Department) to a request for public records. See G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). On November 18, 2024, Mr. McGrath requested, “any and all records kept by the Charlton Police Department regarding [an identified individual]. I am specifically looking for abstracts of reports written about or by [an identified individual], as well as any motor vehicle citations, and/or dispatch logs in relation to [an identified individual] in which [an identified individual] was a primary or backup officer.” The Department provided a response on November 27, 2024. Unsatisfied with the Department’s response, Mr. McGrath petitioned this office and this appeal, SPR24/3297, was opened as a result. Subsequently, the Department provided a supplemental response on December 13, 2024. Where this appeal was opened as a result of the Department’s November 27th response, I will now consider this administrative appeal closed. Mr. McGrath may appeal the substantive nature of the Department’s December 13th response within ninety days. See 950 C.M.R. 32.08(1).
