The Commonwealth of Massachusetts William Francis Galvin, Secretary of the Commonwealth Public Records Division Manza Arthur Supervisor of Records December 16, 2024 SPR24/3301 Daniel Dowd Chief of Police Charlton Police Department 85 Masonic Home Road Charlton, MA 01507 Dear Chief Dowd: I have received the petition of Richard McGrath appealing the response of the Charlton Police Department (Department) to a request for public records. See G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). On December 6, 2024, Mr. McGrath requested copies of all records “… filed with the Charlton Police Department in which a complaint or incident report was filed, naming [an identified individual] as an involved party in any way during the dates of January 1st, 2023 through December 31st, 2023.” On December 6, 2024, the Department provided a response. Unsatisfied with the Department’s response, Mr. McGrath petitioned this office and this appeal, SPR24/3301, was opened as a result. Subsequently, I learned that the Department provided Mr. McGrath with a supplemental response on December 13, 2024. Where this appeal was opened as a result of the Department’s December 6th response, I will now consider this administrative appeal closed. Mr. McGrath may appeal the substantive nature of the Department’s December 13th response within ninety days. See 950 C.M.R. 32.08(1).
