The Commonwealth of Massachusetts William Francis Galvin, Secretary of the Commonwealth Public Records Division Manza Arthur Supervisor of Records December 16, 2024 SPR24/3322 Shelly Thrasher Chief of Police University of Massachusetts, Lowell Police Department 220 Pawtucket Street Lowell, MA 01854 Dear Chief Thrasher: I have received the petition of Nicholas Hatch appealing the response of the University of Massachusetts, Lowell (UMass) to a request for public records. See G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). On December 5, 2024, Mr. Hatch requested, “any [and] all footage from traffic or security cameras, that overlook the intersection of [U]niversity [A]ve and VFW [H]ighway/Colonial [A]ve. The date and time of incident is December 4th 5:50pm – 6:15pm any and all footage from cameras on buildings nearby…” UMass provided a response on December 10, 2024, denying responsive records under Exemption (n) of the Public Records Law. Unsatisfied with UMass’ response, Mr. Hatch petitioned this office and this appeal, SPR24/3322, was opened as a result. Subsequently, UMass provided a supplemental response on December 12, 2024. Where this appeal was opened as a result of UMass’ December 10th response, I will now consider this administrative appeal closed. Mr. Hatch may appeal the substantive nature of UMass’ December 12th response within ninety days. See 950 C.M.R. 32.08(1).
