See G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). On December 4, 2024, the requestor sought the following records: [1] Copy of any statistical and data records that show total number of officers employed and on active duty as well as indicates if with a specialty unit (example criminal, gang, task force etc.) or not, for the following months: January 2024, March 2024, May 2024, July 2024, September 2024, November 2024[;] [2] Copy of any statistical and data records that show total number of officers not employed and placed on un-active duty due to: injuries, training, personal or retirement as well as indicates if that officer was from a specialty unit (example criminal, gang, taskforce etc.) or not, for the following months: January 2024, March 2024, May 2024, July 2024, September 2024, November 2024[;] [3] Copy of any statistical and data records that show total number of officers hired and their first day of employment with Lowell Police as well as indicates if that officer was from a specialty unit (example criminal, gang, taskforce etc.) or not, for the following months: January 2024, March 2024, May 2024, July 2024, September 2024, November 2024[;] [4] Copy of any policy or other related to how many officers are assigned to ride in the same patrol car as well as what areas of Lowell that more than one officer was assigned in the same patrol car, and that would be responsive to what shift hours for this type of patrol practice for the following months: January 2024 – One Ashburton Place, Room 1719, Boston, Massachusetts 02108 • (617) 727-2832 • Fax: (617) 727-5914 sec.state.ma.us/pre • pre@sec.state.ma.us

Claiming to not yet have received responsive records, the requestor petitioned this office and this appeal, SPR24/3434, was opened as a result. Despite being notified of the opening of this appeal, it remains unclear whether the Department has provided a response. Accordingly, the Department is ordered to provide the requestor with a response to the request, provided in a manner consistent with this order, the Public Records Law and its Regulations within ten (10) business days. A copy of any such response must be provided to this office. It is preferable to send an electronic copy of the response to this office at pre@sec.state.ma.us.
