Frayler Administrative Lieutenant Swampscott Police Department 531 Humphrey Street Swampscott, MA 01907 Dear Lieutenant Frayler: I have received the petition of Kelly Walker appealing the response of the Swampscott Police Department (Department) to a request for public records. See G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). On December 11, 2024, Ms. McAdams requested, “all records, including without limitation body camera footage, relating to the automobile accident responded to by Swampscott Police Department and Fire Department on November 16, 2024 at approximately 4:45 pm at or near [a specified address], Swampscott, Massachusetts.” The Department responded on December 30, 2024, citing Exemption (f) of the Public Records Law to redact records. Unsatisfied with the response, Ms. Walker petitioned this office and this appeal, SPR25/0081, was opened as a result. Subsequently, I learned that the Department provided a further response on January 10, 2024. Where this appeal was opened as a result of the Department’s December 30th response, I will now consider this administrative appeal closed. Ms. Walker may appeal the substantive nature of the Department’s January 10th response within ninety (90) days. See 950 C.M.R. 32.08(1).
