See G. L. c. 66, § 10A; see also 950 C.M.R. 32.08(1). On January 8, 2025, Mr. Hilliard requested the following records: [1] Data on the enforcement of the city’s "An ordinance prohibiting camping on Public property,” including the date, time, and location of each enforcement action under the regulation. [2] Data on transportation of homeless individuals to a shelter from Jan. 1, 2024 through Dec. 31, 2024. For each transport, please provide the date, time, and location the person was transported from, and the shelter they were taken to. [3] Data on transportation of homeless individuals to a hospital from Jan. 1, 2024 through Dec. 31, 2024. For each transport, please provide the date, time, and location the person was transported from, and the hospital they were taken to. [4] Data on arrests of homeless individuals from Jan. 1, 2024 through Dec. 31. For each individual, include their name, age, address, sex, date of arrest, arrest time, location of arrest, and offense for each arrest. [5] If the city or police department is unable to provide data responsive to item (4) above, please provide the police department’s arrest log data from Jan. 1, 2024 through Dec. 31, 2024. The Department responded on January 10, 2025. Unsatisfied with the response, Mr. Hilliard petitioned this office and this appeal, SPR25/0095, was opened as a result. Subsequently, I learned that the Department provided a further response to Mr. Hilliard on January 21, 2025.
